Formal Tape recorded Interview with Council

I have been invited to a formal tape recorded interview with the council. In lines with a police one. They claim it is so I can give my version of events so they can work out what to do with me. This is over a Fixed Penalty fine I am refusing to pay for not having my dog on a lead on a highway. Dogs On leads Exeter (2006). Does this mean they are evidence gathering in order to prosecute? Should I attend? I do not have to. Also the ticket states my dog was off the lead from a different location to where they keep suggesting. I believe she was off the lead on private land, not the public highway. The written ticket states an area of land, whereas they keep mentioning a different road in their correspondance. Any advice appreciated.

yes- probably... because of your refusal to pay the fine... for them its 'put up or shut up' they sound like they are putting up...

Should I attend? yes (if you have a solicitor)
no- if not...

advise? pay the fine... you will probably lose and get a nice fine and costs too...

Its much cheaper to buy a new lead.

I have several leads thankk you. I just did not have my dog on it in my work place. Which is a private garden and carpark, and not a public highway.
