Town Directories were compiled and pronted by local or county newspaper owners to sell advertising space.
There are national directories like Pigost and Slaters or Kelly's which were occasional national directories containing householders and trdaes and other local information, all these wil be in the local reference library.
In 1918 there possibly would be a surviving rate book, again in the local library if only in a transcript.
Some of the national directories are available online and it may be worth googling them, especially Pigots
