Getting married - who finds out?

Idle banter at work this morning. A colleague insists that when you get married, the registrar (or whoever) informs the Inland Revenue etc. I say they don't.
Who is right?

If you have changed your name then you need to inform the Inland Revenue via your employer's tax office. The Registar doesn't inform them.

If either or both parties to the marriage change their name when they are married (the woman is not legally obliged to take her husband's surname; the man can take hers, they can double barrel or retain their own names) it is their responsibility to inform the IR

Basically so your tax and national insurance records can be changed.
