May I say "forger of a country" instead of "founder of a country"? If yes, which is the connotation?

However, the word "forge" is often used in "forging" an agreement or a treaty. In that case it suggests an ironworker "hammering out" the metal. Forging an agreement implies that people worked hard with stubborn material to shape it into something they wanted.
