I suppose that's "never gone to war with anyone outside the country".

Wikipedia thinks it's only about 250,000.

It depends on how they define their army. Some countries have compulsively service and then they go into the reserve, which is still a part of their army. They keep their uniform and small arms . So a small country could have a hugh army. Switzerland is like that and hasn't had a war since 1815. They also have a navy but are landlocked.
