Wiki...

In Canada, the United Kingdom, Australia, South Africa and New Zealand, artificial poppies (plastic in Canada, paper in the UK, Australia, South Africa, Malta and New Zealand) are worn to commemorate those who died in war. This form of commemoration is associated with Remembrance Day, which falls on November 11. In Canada, Australia and the UK, poppies are often worn from the beginning of November through to the 11th, or Remembrance Sunday if that falls on a later date. In New Zealand and Australia, soldiers are commemorated on ANZAC day (April 25),[7] although the poppy is still commonly worn around Remembrance Day. Wearing of poppies has been a custom since 1924 in the United States. Miss Moina Michael of Georgia is credited as the founder of the Memorial Poppy in the United States.[
Well, without looking it up, I would think that countries which are, or were, members of the British Commonwealth.
I dont think it is national
I think it is cultural - centring around the families of those who served and died. That, I thought was the point of interviewing Sikhs at Ypres and basically saying, what are you doing here

( and the Sikhs answered we are here because members of our families died here )
Some wear it as an act of good manners, respect and in all probability cameraderie:

We were at the War Memorial today (wearing our poppies, which are hard to come by) and beforehand we went into the papershop for yesterday's crossword. We were greeted ecstatically by Mme. who enthused and asked where she could buy a poppy. They have had lots of enquiries from French people. I'll ask tomorrow if they want me to put them in touch with the British Legion. Honestly, it has grown over the years and lots of French want to buy poppies - they think they look beautiful - here in the sticks at least!

I'll take Mme. a poppy tomorrow anyway!
Not many Americans wear them. I (by sheer chance) have just been in NY for the Veterans Day Parade and I only saw two poppy wearers and they were a couple of British businessman.
Andy Murray wore one on his sleeve while playing tennis last night. Thanks to Ummmm I now know a bit more about all the countries that wear them and why.
