Vincent Raven was indeed appointed CME of the North Eastern Railway (NER) in 1910. However, in 1923 railway "Grouping" took place where a large number of independent railways were amalgamated into the "Big Four" (London & North Eastern Railway - the LNER; London & North Western Railway - the LNWR; Great Western Railway - GWR; and Southern Railway - SR). Some seven constituent large railways (including the NER) and 26 smaller companies were amalgamated into the LNER.
Upon grouping Herbert Nigel Gresley, who was CME of the Great Northern Railway, was appointed CME of the newly formed LNER. So Vincent Raven was CME of the NER from 1910 only until 1923.
