I believe that Staffordshire, (Stoke on Trent to be precise) is in tier one.
My sons girlfriend lives in Hasslington (Cheshire)Tier two, although not precise as to where the boundries are.
Does this mean that they cannot meet?

It says no mixing of households indoors. Social bubbles are allowed does his girlfriend live alone?

She lives with her mum woof.
My son lives with me.
He spends a weekend at hers
She spends a weekend at ours.
Looks like your lad can travel to hers.......but can't come back.

You can meet in tier 1 but not in tier 2 :-)

Or is mixing tiers not allowed?
Travel outside tiers still permitted, or will be ...
The Tier 2 guidance says,

"Local COVID alert level: high

This is for areas with a higher level of infections where some additional restrictions are in place.

This means on top of restrictions in alert level medium:

you must not socialise with anybody outside of your household or support bubble in any indoor setting, whether at home or in a public place"

I read that to mean they cannot meet up.

I’d have thought going from a high tier to a ... ‘not so high’(??) tier is what would cause Covid to spread to “safer” areas? Regardless of bubbles.
