We planted potatoes last year in soil that had not been tulled for 13 years and had a perfect crop, would it be OK to use the same patch again for the same ?

Not ideal - you should have a 3 year rotation. You could get away with it, but not recommended.

no, it's best to rotate your crops every year if possible, it helps stop any problems building up in the soil.
