I think jno deserves 3 stars for that - 1st time I've LOL'd on this site for ages!...
As I understand it, this 'law' only ever applied to drivers of hackney cabs. In fact, I'm pretty sure the driver of such a vehicle was recently acquitted of weeing on the appropriate wheel of his taxi in either Portsmouth or Bournemouth. Do a Google search on that.
Supposedly, cabbies are also required to carry a bundle of hay in the boot...for the horse, you see!

They've got it ever so slightly wrong.

You are allowed pee up the nearside front wheel of your vehicle.

It goes back to horse and cart days and was a way for drivers to relieve themselves discreetly whilst retaining control of the horse.
