I imagine the factors would start with the inability to increase food, energy and other resources due to geophysical or climatic conditions; largely rural, migratory population (urban living makes it easier to settle down and procreat); possibly familial, religious or cultural factors limiting size of families; high infant mortality rates due to limited health care.
What gives you the idea that there is limited population growth in Mongolia? According to one website, the Mongolian population has grown by a phenomenal 25% in the ten years to 2000. According to another, the current annual rate of population growth is 1.5%, which is 6 times more than in the UK. It has to be remembered that, contrary to what one might first assume, population growth often tends to be higher in poorer countries than in rich - eg in recent years Italy, a relatively prosperous nation, has had one of the lowest birth rates in the world, and the tiny growth in its population is due to immigration.
