According to various websites either "hang them up on telephone wire" or "hanging from a telephone wire". Either way, there's little sense to the rhyme, which is simply intended to bring home, forcebly and memorably, to a child (or adult) that their fib is glaringly obvious.

Oddly enough, at the schools I attended, it was "sitting on a burning wire". It has the right number of syllables, at least!
