Is it true that motor fuel ration books were issued in the 1970s and if it is why?

Yes, they were issued in 1973. After the Arab - Israeli War of October 1973, the middle east countries increased oil prices by a factor of about 3 and there were fears that supplies would be blocked. Hence the possible need to ration. Motorway speeds were reduced to 50 mph but rationing was never introduced.
