Censorship, perhaps. An injunction is a legal device to prevent publication by news media of certain material and a D-notice is another means used by the Government to stop the media from publicising sensitive material which might threaten public security.
None of these actually involves the actual closing down of the newspaper as a whole, however. Such action is highly improbable in a true democracy.
I don't think there's a specific word for it, but it might well be called 'mugabe-ing the newspaper''
