Probably originally part of the Royal Engineers (but now the Royal Corp of Transport).

Their main tasks were to manage port operations and construction, including transportation through inland waterways and by train. During conflict they may also be called upon to assist with breaching waterways such as building temporary bridges etc. (Note: Mulberry Harbour in WW2)

If you Google 'Royal Engineers Transport Service' you might find more on the inland waterways units.
