I think that the question refers to a ceremonial "proclamation" which happens about three days (ish) after the accession, and which is different from the automatic accession itself. i.e. 14th December. I think in Scotland it is one day later (ish). I presume the questionner was thinking of the proclamation as being distinct from the accession.
