Why is Manchester Town Hall not called Manchester City Hall?

I guess because when it was built manchester was still a town and not a city
too easy really,,,,,! the answer
Manchester became a city in 1853; the current town hall was completed in 1877.

I'm not aware of any such building in the UK being referred to as 'city hall' - is that not an Americanism?
Because United supporters would be up in arms!
