Why are some 19th century artists (e.g. Rosetti) referred to as "pre-Raphaelite"?

I think they thought that after Raphael art had become debased, and wished to take time back as it were. The result of this seems to be appalling saccharine chocolate box art. There is an entire room of the stuff in the Manchester City art gallery, for those in need of a powerfull emetic.
