It refers - particularly in the USA - to the second year of a college student's course. It is actually a combination of the Greek words 'sophos' = wise amd 'moros' = foolish. I suppose the idea is, now that you have completed one year, you are at least on your way to wisdom. 
Just to add to Quiz's excellent answer, in the US, the term sophomore is also used for second-year high school students.
When I was in 10th grade my sister used to call me a sophistocated moron.
