Both my Grandmothers were a wealth of little anecdotes like that and particularly with a religious bent to them, it's likely that they would have known that one. So although I've not heard it myself doesn't mean it's not true. However cottage pie is beef mince covered with mashed tatties, shepherd's pie is lamb or mutton mince covered with mashed tatties, somehow I believe that is a more plausible one.
