Because only the well off could afford to buy slaves and not all southern whites were well off.

Many poor whites in southern USA were not much better off than the slaves.

The relatively few rich land owners owned all the slaves, but many poor whites also had to work on their plantations, making many of them slaves in all but name.

Actually quite a number of the people working on the average plantation were indentured. They had been sentenced to transportation either because of poverty or as a means of serving a sentence for some offence. This only stopped with the American Revolution leading to most further transportation being to Australia.
