The US government denied its existence for years but recently I believe they have admitted that there is an installation there. What actually goes on there is still essentially a mystery.
Some say it is top secret advanced military testing and development. Others think it is a secret research facility on Aliens & UFOs and there are allegations that aliens in fact work at the base. There are many other varied theories too but none has been proved in any way.
I'm sure you'd find plenty about it on the web. If not then there are many books that discuss the subject.

Trespassers around the base are arrested instantly and usually fined several hundred dollars. Signs around the base warn of 'deadly force' to keep intruders out.
All of this adds to the conspiracy theory. The most likely reason, though, is that the US government is testing aerospace technology. For years the F-117 Stealth bomber was tested through the nearby mountains. A very different sort of UFO ' and a good reason for secrecy.
