The answer is actually Rudolph Hess. I was just testing the system!
I don't know the precise answer to this but it ceratainly wasn't Hess as he was 'banged up' in Berlin's Spandau Prison following the Nuremburg trials. The Krays would most certainly have been held in the Tower later than that! Incidentally, they weren't held there because they were 'special' but because at the time it of their arrest for being AWOL from their National Service, the Tower was a barracks and therefore the nearest military cells to the place of arrest.
William "Lord Haw Haw" Joyce was held in the tower in 1947(ish) shortly before his execution.
There was a german man who was parachuted into this country during the second world war and was caught and eventually taken to the tower and was shot by a firing squad.
