do i have to fill in the national census?

I recently recieved my census copy from the office of national statistics.
Some of the questions seem very intrusive and it smacks of one of those sunday supplament offers of a free pen if you fill out a 5 page questionnaire telling them all about yourself and what you eat,drink,read,do for a living,weigh and your inside leg measurement...etc.
it does read like some marketing questionnaire, which has me thinking who this information will be shared with???.
I thought a census just counted how many people lived at the address it was posted to, not wanting to know what the individuals who live at the address go about their life.

And if you don't fill it in at all someone such as my mum would come round your hosue and try and persuade you to do it, if that doesn't work or you are rude or abusive from the start she'll send the 'heavy mob' round of more eprsuasive people if they can't get you to do it, you'll be interviewed under cauion by the police to find out the information and I think that it's at that point you're fined £1000 . . .
