So... you have at least two of the three things to make your drier work (assuming it's similar to the ones here in the U.S.):

1. It heats
2. It "tumbles" - drum is turning

But you didn't mention:
3. Air movement through the drum

So, do you know where the hot air exhausts out of the house? If so, see if there's air coming out. My suspicion is, since you...

is it spinning?

I'll take a guess and say yes(she's just gone out!!

Have just switched on for a second to see. Yes, it is spinning.
Spinning? That's NOT what a tumble-dryer does!

spin - to move RAPIDLY about an axis. My tumble-dryer tumbles SLOWLY, then reverses. I believe this is commonplace!

No im not convinced gingebee, the term "Tumble drier" is an ill conceived and misinformed description once you understand the genuine meaning of the word "Tumble" One can only guess that it was conceived by long haired louts in a lab somewhere in an attempt to be "Hip" or "With it" at some point.

How full is the drum? There has to be room for the clothes to tumble in the warm air. My neighbour asked for advice with a similar problem, when I looked, she had the drum rammed full with wet clothes.

Are there any filters which need to be cleaned? These capture stray fluff which builds up over a period of time and constricts the air flow.
If it's a condenser, it won't heat up if the reservoir is full.

does the tumbler get hot when its running anyway? mine does.

it may be that filters are not clean etc, mine will sometimes stop when clothes are still wet and then carry on again when cleared and switched back on
Mine will. Well my old one did....I don't think one has ever been full.
If your tumble dryer is spinning, then you definately have something wrong - mine tumbles (:o))
On my previous tumble dryer when it developed the same symptoms I found the belt had broken.
there is a little re-set button at the back of the dryer...try pushing that kenny1234..it cuts off if the dryer becomes too hot..

So, do you know where the hot air exhausts out of the house? If so, see if there's air coming out. My suspicion is, since you report the machine being hot to the touch, is that the fan supplying air into the drum isn't working. Depending on the make and model, there are a number of reasons why.
So... determine if have # 3...
