Anyone know how to remove dried emulsion paint from a jacket.

Well if it is only spottles of it, I would pick as much of it off as i could and keep sponging at it until it's gone. Emulsion is water based paint.
Yes like tony said pick what you can off and it usually responds to cold water run it under the cold water tap and hopefully it will come off.
I have never tried it, but have heard that Methylated Spirit works.

Much will depend on the weave of the fabric. If it is loose weave and the paint has penetrated into the fibres, nightmare. If a failrly tight weave, sit back with the fabric and a sharp pin and try wheedling at it, a tiny bit at a time. Emulsion paint once dried is very hard to remove. I doubt that meths will have any effect.
The longer you wet it, ther softer the paint will become, even if it means keeping it wet say, overnight or longer. (wet it and leave a damp sponge on the affected part). A fine-bristled toothbrush may help in removing the paint from in amongst the weave.
