Gas Safe Installation Certificate

Hi Posters,
My boiler was installed by a Gas Safe Registered Engineer, however after 2 months now and he still haven't registered with Gas Safe to inform them that I have a new boiler installed at my property. Therefore I have not received a copy of the Gas Safe Certificate for the Local Council Planning and Control department.
I have spoken to some friends and they have have the same problem. Its looks like small and independent plumber is not registering their installation. So people like myself are stuck without a certificate, which is required when you sell your property.
I have talked to the installer, he ignores my call and and have left him messages and explained to him that I have not received the certificate and that the installation has not notified to the Gas Safe organisation in turn for them to inform the Local Council Planning and Control department.
So what are my options? I am sure there are a lot people in my situation. Any advise are welcome before I take this matter further to the legal channel and possibly the HMRC (if they are interested!!).
I just wanted to get the certificate sort out as I am planning to sell the property and having paid a few thousands pounds for the installation and then get another company to get it removed and installed again.

For more on marking an answer as the "Best Answer", please visit our FAQ.Firstly, he's failed to complete the job, meaning he has broken your contract. That's a Civil matter though. I guess you don't want to get involved with the courts etc.
The heavier point is that he's required by law to provide a safe installation. Theoretically, how do you know it's safe? You have no evidence. That puts him in a difficult legal position.
Being practical ... Google "Gas Safe" and contact them right away. They should take this very seriously, at the very least threatening his registration.

I have contacted Gas Safe and the installer is registered with them. Meaning he is safe to install. I have also contacted the local council and they said they do anything about it, because the installation is safe as .ge is registered with Gas Safe. To all this, there seems to a loop hole to allow installer not registering the installation to avoid declaring the earning. This seems yo be a civil matter now.
Is it possible to get another installer to inspect and certify the installation or what other ways I get this sort this out. Alternatively is to get removed and have new installation.?

Yes of course. Another registered installer can certainly do that as far as certifying that it's installed and working correctly. Bear in mind that some may not want to "get involved". The people I use did this for me recently for a customer whose originally installer had retired, or run away!
What I'm not sure about is "first registration" with Gas Safe and the manufacturer (warranty etc).
Look for a sticker giving the manufacturer's helpline number. They should be able to advise.
