we are due to start decorating the hall with wallpaper, laying a new wooden floor and new skirting boards. Just not sure in which order to do it. Do we wallpaper first then put the floor down and then we can lay the skirt on top of the floor and have a neat line with the bottom of the paper or are we best to put the floor down first then paper and skirt ??
If you put the paper up first, sod's law dictates that you will then rip it with a piece of skirting or flooring. I am in accord with Slack Alice - start from the bottom and work up. The skirting will then cover any small gaps at the edge of the floor, and any paste from papering is easily wiped off.

When I used to work in building, it was always skirting, walls, floors. Reason, you don't want the paper or flooring under the skirting and you don't want the mess from the walls on the new floor.
Walls were always plastered first, my job, then the skirting is fixed, the walls decorated and finally the flooring is laid, at least that's how we used to do things.
NO,NO,NO Put your floor down, cover your bad /or uneven edges with your skirting, Fill gaps at the top of your skirting with filler, cover your new floor with sheets, and then wallpaper, Oh don't forget to paint your skirting before papering and doors and frames, you don't want paint on your new wallpaper any paste that you get on the new paintwork can be wipped off with a dampcloth, that's if you have waited for the paintwork to day before. I would also say same as others and go, floor, skirting then paper. Painting though depends on type of paper going on. If you are putting on a paper you intend to paint then paint the paper first before the woodwork. If it is a finish paper then do the other way around.
