Electrical Fault on Peugeot 306 Diesel 1998

The air blower, temp. control knob, air-con and re-circ. is control by 4 in 1 module I have taken it out and at the back of it there is a 26 pin connector link back to wiring loom with the ignition on and using a multimeter there is no voltage down to earth also the rear demister does not work the switch illuminates and with a multimeter down to earth there is voltage 12.5v using a current Haynes manual does not show the precise circuit diagram. I am almost sure its a bad earth fault because they both share the same earth mark E4 in the manual.PLEASE can anyone help or point in the right direction.
