The IRA drilled peoples kneecaps with electric drills.

ISIS are more extreme, but do we think they could carve out a caliphate then seek international recognition?

Of course not. It's related to individual cultures.

In Ireland, kneecapping produced the horror and revulsion they wanted for terror and publicity.

ISIS operate in a culture where beheading, stoning, and lashings over an extended period are normal. Their extremely efficient PR machine needs far more extreme practices.
The IRA kneecapped naughty people. Not aid workers.

umm is all I can say.....part of the fol-de-rol the fun loving Irish put up with is that the IRA and UVL/UFF etc ran drugs rings and demanded the right to sell drugs exclusively on their patches. The people of Ireland put up with this and ignored it

and then they went around drilling those who were not er licensed to push drugs on their own grounds, and called it "Policing"

Religion plays absolutely no part in IRA philosophy. None!
The IRA existed to get rid of an invading power who terrorised and robbed Ireland for hundreds of years. Many Republican leaders, like Wolfe Tone, Robert Emmett etc, were non Catholics.
It was Merlyn Rees, during his time as Secretary of State for NI, who dreamt up kneecapping with electric drills. It was a good piece of black propaganda but never actually happened.
