Urgent - Electric Shower : Are Certificates / Registration Needed ? (England / Uk)

Hoping for kind advices on the below :
At the moment, there is no electric shower in my bathroom. There is only mixer taps (old type). My estate agent suggested for an electric shower to be installed as my immersion heater is not working currently, and my tenant is not able to wait for it to be fixed anymore.
My questions are :
1) Do I need to have certificate / certificates for works done ? If yes, what certs must I request for from the electrician ?
2) When I mention about certs to my estate agent, I was informed I have to pay for the certs ? Don't they come together with works done, especially works as electrical shower installation ?
3) What questions should I ask the electrician to ensure all are done according to the regulations ?
4) I also read about Part P as a regulation ? Do I need this ?

Anyone can do the work but it must be 'signed off' by a 'registered competent person' OR a 'registered third party' OR a 'building control body'.
So, as long as you use a 'registered competent person' (such as an NICEIC member: http:// www.nic eic.com /find-a -contra ctor/fi nd-cont ractors ) they'll do all of the paperwork. (i.e. complete a BS 7671 electrical installation certificate, giving a copy to you and to the local building control authority).
You might find it better to seek out a suitably-qualified plumbing and heating contractor though, as that will save you having to employ both a plumber and an electrician. Any member of CIPHE ( http:// www.cip he.org. uk/ ) should be able to do the work for you, either 'signing it off' themselves or being able to call upon someone else ('a registered third party') who can.
