oil filled radiator -repair?

I have an 'ide-line' oil filled electric radiator. (like an old fashioned school one with fins), on wheels. I think the dogs bedding may have covered the lower vents as smoke came out of the top vent. I quickly disconnected it. My local domestic repairs place said that he thought it would be a sealed unit, and as such would not be able to be repaired. I would just like a second opinion though. After hearing a discussion on jeremy vine radio 2, today, that these days most stuff electrical appliances etc, is deliberately made so that a repair is impossible, ie a sealed unit, parts impossible to find, etc., it seems likely. Info gratefully received.
