THE MIXTURE WILL HEAT UP RAPIDLY - WEAR RUBBER GLOVES AND AVOID FUMES AND SPLASHES TO SKIN / EYES. Pour down the filter drain and leave for around 20 mins. Should eat all the grease and oily goo.
...but is responsible for "fair wear-and-tear".
Try dafyasafish's remedy first - this will get rid of all grease / food residues attributable to a blocked filter etc.
If this doesn't work - then it is an appliance failure issue - which is the landlord's responsibility - (and conveniently, you will have got rid of any greasy evidence of your neglect !)
You are paying for the fact that your tenancy includes a dishwasher - if it doesn't work, it should be fixed or you will reduce your rent by an accordingly (realistic and reasonable) amount.

as others have said, clean out the filter then try to drain the machine, put it on the drain part of the cycle. if nothing happens try taking the drain pipe off the outletit goes to and lower it. if the water drains then it will mst likely be the drain pump is busted. if nothing comes out then you have a blockage. caustic soda may work but remember that if you put more water into the machine it may overflow.

also use a dishwasher cleaner every couple of month to keep it clean. they are in the shops / supermarkets.
