Central Heating Problem - Danfoss Valves/Honeywell T/Stat!!

Please help me someone. I am a pensioner and have moved into a block of flats served by one (Combi?)boiler room which gives us our hot water and radiator heating. Each of the radiators in the rooms have Danfoss Thermostats on them and on the wall in the hall is a Honeywell Thermostat. To get any heat in the rads I have to turn the rad stats on to 3 (that is like this on the valve lll ), any lower and nothing works. I set the temp on the thermostat in hallway to between 20 and 23 and the radiators are then boiling and occasionally turn of and on - but I can never get them to just tick over with a warm heat. They are either boiling or off!! Incidentally the system is brand new. Now, I don' t understand the Danfoss valve markings. They are: 0 ( then a star like this *) l ll lll llll then something like this l . ll with the line after the dot smaller than the other line. Can anyone please advise me what I am doing wrong? The number '0' is 'Off'. The asterisk is the 'Frost Protection' setting of around 8 deg C. The numbers 'I, II, III, IIII' correspond to 12, 16, 20, 24 deg. The last mark is for fully 'On'. A setting above 'IIII', but below this last mark, will give about 28 deg.
There's actually a procedure for setting up radiators that many installers can't be bothered using. Read about it here.

Thank you Heathfiel for this useful info. I have printed out balancing instns and will try this - it could be the answer!
