I'm moving into a house soon that has had rising damp in the past. There is a reputable company going to do any work and guarantees before I buy it. My solicitor says
that rising damp always comes back .
Does it always come back ?

Agree with that.
Reputable = knows how to do it + won't go out of business in 3 months time. Check the first by credentials, check the second by how long have they actually been trading in this form. Remember that any 10yr guarantee is worthless if the company goes bust - the best types are insurer-backed warrantys whereby an independent insurance company is paid a premium by the company doing the work - then you know to complain to in any future problem.
