Are WC cisterns that fill quickly available? I am secretary of a non profit making club and the cisterns do not fill quickly enough when it is busy.

Torbeck valves generally let water through much quicker. They look like this (scroll down page a bit).

Torbeck is a generic name - they are widely available.
However it will also depend on the water pressure at the units as to how many water flows.
