You need a completely smooth surface on which to lay linoleum. On top of ceramic tiles there would be no support where the grouting is lower than the tile surface. With foot pressure, the linoleum could eventually end up cracking along the lines of the grout.
Laid over carpet, any pressure over a small area, like a woman's high heels, would puncture through the linoleum.
The best answer is to lay it on sheets of plywood. As to securing it, it's best laid loose. By having it cut it to fit against units and skirtings, it won't move. But if you use an adhesive and want to lift it later, you'll have a real problem.
heathfield has it right as for sticking it I would just lay over tiles but to prevent it cracking you would need to apply a very thin coat of self level compound, you may get by just troweling into the joints.
Carpet would definitely be to soft to support lino hth Tez

thanks
I had cork tiles on my kitchen floor that would not budge! Had vinyl laid directly on top with no problems so far! By the way, my vinyl is quite thick so may not work if it is a thin type.
