Decking over sectional garage supported by permenant scaffolding. We want to create additional recreational space in our garden by decking over the garage roof. Hasanyoneany views or advice on the practicalities, safety issues, aesthetics, maintenance etc

If the deck is supported indipendantly to the garage roof then there should be no structural issues. Planning permission may be required if you have a view over neighbouring properties and the balustrade (fence) to the edge would have to comply with building regs (strength / height etc). I would consult with your local councils building regs & planning departments as the first step. They are usually very helpful.

Being independent of the garage structure, it would need PP because it would be more than 300mm (approx 1') from the ground.
Why independent? .......... Could you not just alter the garage roof to a flat deck?

If it's only a few metres from the boundary, will overlook neighbour's property/garden .. and assuming he complains, you would not be likely to get permission.
