i have a tarmac drive which i want extending ( made wider to take two cars ),what is the best way to do this with alimited buget

What length and width will the extra drive be Woolley?
Also, does it have to be finished with tarmac? That'll probably be the most expensive (non-DIY) bit.

How much bigger? If it will cover 5 square metres or more it needs to be permeable otherwise it will need planning permission
