what is best way to weld .8mm sheet steel to 12mm rebar?

was wondering if a spot welder would work to get a tidy finnish. will not need a huge ammount of strength, so the weld does not need to be large

Stitch weld it in 1/2 to 1" lengths. Try about Amp setting 4 on your MIG.
Spots will be difficult to fuse and probably break out.
