Rover Engine

I have a Kit Car fitted with the rover 2L DOHC T -series engine.
It has an intermittent fault in that when I am driving the car when I take my foot off the accelerator pedal the car does not slow down.When this happens when I'm driving I put the clutch in turn the engine off and restart and the fault disappears immediately only to re-appear later.
What can be the cause ? - i've been told it could be the throttle sticking but I have looked at the throttle body and cant see it sticking. And have ben told an air leak into the manifold can cause the engine not to lose rpm but why does this fault reset when the engine is restarted ?
There was a small air leak between the throttle body and inlet manifold but I replaced the flexible gaket and it is now air tight.
Is there anyone on here that knows these engines like the back of their hand that could shed some light on the problem ?

Is it possible the butterfly valve can stick open even though the throttle linkage is back to rest position?

This has a MAF (flowmeter) or a MAP sensor?
These been checked (whichever it uses)?
