donating soil etc.

Hello,
I live in a flat and have been growing my own parsley, rocket salad and rocket salad, in pots on my window sill.
I may have to relocate abroad in the coming year and if this happens, I will be wanting to give away these bags of soil, bone and blood fertiliser, plastic pots + dishes etc.
I don't drive so can't really carry them to work to offer to those of my colleagues who garden. I don't want to 'fly-tip' them on the pavement outside my building. I emailed my city council 10 days ago but they haven't responded yet (and it's not the first time they've left such a question unanswered, recycling seems to be very low down on their priorities list).
Any tips?

Any tips? Yes, most towns have tips.
Offer them on ebay for £0.10. Buyer to collect
Freecycle?
Maybe a local school would like it, ours does a lot of gardening projects. One of the teachers would probably come and pick the stuff up.
