Speaking for the product from here in the U.S. the seed potatoes would be safe to eat. However, they're quite small and have been stored in dark areas that are much warmer than the sotrage for marketed potatoes. If any product, especially s\"seeds" were to contain any harmful product they would have to be so packaged with warnings. I know of no potato diseases that aren't treatable through foliar applied chemicals once they have begun to grow.
One occasionally notices sprouts forming on potatoes bought from the grocery store. These have been treated to suppress such sprouting, but they're still safe to eat it's just that they get soft easily...
