Maggots, help! Not in our bin!

Today I found maggots underneath the mat at our back door which is under a car port. The mat must have got wet recently when we had those flash floods an then the heat. Anyway, cleaned it up. Bleached the car port, washed it and cleaned out the drain (been a while and was a little blocked). All maggots were gone at tea time. Been out now and the car port is crawling with them. Hundreds. I have tried bleach, caustic soda, boiled lots of kettles and doused the entire area with dog shampoo. Where are they coming from? How can I get rid of them? There are definitely no dead animals lying around and not coming from the wheelie bins, definitely. Just appearing but no idea where from!

When maggots are ready to pupate they go walkabout looking for somewhere safe. Having worked in maggot rich areas I have observed that they can travel up to 30 feet from there food source and can climb into wellington boots that are standing up! They simplest way of killing them would be to use fly spray which will penetrate crevices where they may be feeding.
