I have move into a property and there is a Dog Rose hedge which as grown wild and I want to take it out and kill off the roots can anyone suggest anything that I can put on to do this.

First off, I would cut it back as much as you can so only the root stalks are left. You'll then see what you are up against.
To use something like Roundup you would need leaves etc, so that the weedkiller can be taken down into the roots. This does work, but could take some time.
Are you sure you want to remove it? Dog roses make excellent secure hedges because they are so thorny. The will stand hard pruning back to shape and tolerate drought well as well as being good for wildlife. If you do want to dig it out, its not too difficult, just cut it back hard first like boxy says then dig out the roots.
