This plant has been in the garden for a number of years without flowering. Other than feeding with tomato feed has anyone any ideas how to encourage it to flower?

it needs to be in bright dry conditions to do best, thrives on neglect.

The best ones I have ever seem were in a dustbowl of a bed, no shade and never watered.
