Confusion Over Skeleton Clues For 15D

15D for the Skeleton today says "A suggestion of mine not written down". danny13 came up with TIP at 11.28 this morning but I would argue that it is TAP in that "....not written...or word-for-word" is PAT and the "..down" is making it look like TAP. On the other hand I have got used to danny13 being correct but I fail to see the parse for TIP. Can any of you perhaps help me in this conundrum?
