For more on marking an answer as the "Best Answer", please visit our FAQ.As in above post, there's still time, although i'd have though it should at least have leaf buds, check it out, i'd assume its got branches, albeit thin ones, bend one almost in half, if it snaps, its probably dead, if it has snapped off, if its dead, the inside will be brown.
If it springs back, you've got a live tree on your hands. Post back.
I would think if it is still alive, by now it should be showing signs of the blossom buds begining to swell, I did check on a wild cherry earlier (which normally flowers later than most ornamental varieties) and the buds was definately begining to swell.
Another way to tell if it is still alive is to scratch the bark of a twig with your thumb nail and it should reveal a greenish colour under neath.
