Gardening Virgin

I've inherited an overgrown garden from the previous tenant. Well it's not big enough to be called a garden as it's hardly 2m by 2m.
It's all foot long grass and, I think, dandilions.
I have no gardening tools of any kind and lack even the remotest hint of a green thumb.
Do I get a mower for this postage stamp of a lawn, but then it wont manage the length of the grass and it seems such a waste for what would normally be 30 seconds work. How about a strimmer?
Where should I start?

Lay it over and cover with some gravel, something like Yorkshire Gold, then plant up a reasonablly sized pot with either a green or red Cordyline. You could also have two smaller pots with some small grasses or even a couple of nice ornaments. Then as 'oldwomen' says you can sit back and relax - preferably with a glass of wine!!!
