criminal damage

My neighbour entered my property and damaged my tree by splitting a thick branch to the trunk and loosened the supporting posts on the nearby fence on our boundary belonging to us also. This neighbour has continued to cause harassment and upset by threatening to have my name put in the paper while leaning on my car (only 2 weeks old) while tryiing to get my six week old granddaughter out of the car - refusing to get off my drive (him and his wife), and sending his next door neighbour to stand on my drive and give abuse while washing my car the next day. We have also had piecews of paper with rude personal comments, but despite liasing with the police we understand there is nothing we can do unless we take out a private prosecution. We have installed CCTV, but this does not cover all aspects - the only visual evidence we have shows him driving his car onto our drive to knock our wheelie bin into the road. Does anyone have any thoughts about how we can legally stop these people - by the way they are both in their mid to late 80's!
